В /etc/rc.conf.

Там должен быть объявлен соответствующий сетевой интерфейс.

Например:

ifconfig_em0="inet 192.168.1.1  netmask 255.255.255.0"

Логика понятна?

Причина понятна. в 4.11 под нее дров нету. Всем спасибо.

к тому же rlphy0 — не сетевая карта сама по себе, а часть rl0 (ее PHY) :-)
